Transportes Rivas shall report to the United States on its progress in implementing this Agreement 90 days from the effective date of this Agreement, and will notify the United States as soon as it has completed the actions described in paragraphs If the United States believes that this Agreement or any portion of it has been violated, it will raise its concerns with Transportes Rivas, and the parties will attempt to resolve the concerns in good faith.
